Network issue caused apps to not be reachable

There was a network issue from our data center end, causing apps to not be reachable. Though we have recovered the network incident, we needed to gracefully reboot all apps so they could get all network configuration.

We needed to make a space re-allocation in order to ensure the node's health.

Server will be under maintenance for a few hours. Affected boxes will be credited for the down time.

We are trying to recover a process zombie situation caused by OOM of the kernel, that is falsly causing a degraded performance while there are plenty of resources.
